Bu vesileyle kat\u0131ld\u0131\u011f\u0131m \u00e7e\u015fitli sivil toplum kurulu\u015flar\u0131n\u0131n iftar programlar\u0131nda dikkatimi \u00e7eken iki husus, Avrupa\u2019daki varl\u0131\u011f\u0131m\u0131za dair zihinsel bir bulan\u0131kl\u0131\u011f\u0131n hala devam etti\u011fini g\u00f6stermektedir.<\/p>\n\n\n\n<p>Avrupa\u2019daki ser\u00fcvenimiz 1961 y\u0131l\u0131nda imzalanan 1961 T\u00fcrkiye-Almanya \u0130\u015f G\u00fcc\u00fc Anla\u015fmas\u0131 ile ba\u015flad\u0131. O g\u00fcn \u201cmisafir i\u015f\u00e7i\u201d olarak tarif edilen ilk ku\u015fak, a\u011f\u0131r sanayinin en zor alanlar\u0131nda \u00e7al\u0131\u015ft\u0131; ikinci ku\u015fak ayakta kalma m\u00fccadelesi verdi; \u00fc\u00e7\u00fcnc\u00fc ku\u015fak kurumsalla\u015ft\u0131; bug\u00fcn ise d\u00f6rd\u00fcnc\u00fc nesil siyasette, akademide, i\u015f d\u00fcnyas\u0131nda ve kamusal alanda s\u00f6z sahibidir. Aradan ge\u00e7en 65 y\u0131la ra\u011fmen hala g\u00f6rsel sunumlarda \u201cGurbet\u00e7i\u201d ifadesinin kullan\u0131l\u0131yor olmas\u0131, sosyolojik ger\u00e7ekli\u011fin do\u011fru okunamad\u0131\u011f\u0131n\u0131 g\u00f6stermektedir. Gurbet, ge\u00e7icili\u011fi ima eder. Oysa ge\u00e7icilik \u00e7oktan sona ermi\u015ftir. Avrupa\u2019daki T\u00fcrk varl\u0131\u011f\u0131 art\u0131k misafirlik de\u011fil, kal\u0131c\u0131 ve kurucu bir toplumsal ger\u00e7ekliktir. Kavramlar zihniyet \u00fcretir. E\u011fer kendimizi hala \u201cgurbet\u00e7i\u201d olarak tan\u0131ml\u0131yorsak, bilin\u00e7alt\u0131m\u0131zda ge\u00e7ici oldu\u011fumuzu kabul ediyoruz demektir. Bu ise \u00f6zg\u00fcveni a\u015f\u0131nd\u0131r\u0131r, vizyonu daralt\u0131r ve kurumsal iddiay\u0131 zay\u0131flat\u0131r.<\/p>\n\n\n\n<p>Daha problemli olan ise \u201cdiaspora\u201d kavram\u0131n\u0131n d\u00fc\u015f\u00fcnmeden kullan\u0131lmas\u0131d\u0131r. Diaspora tarihsel olarak s\u00fcrg\u00fcn, zorunlu da\u011f\u0131l\u0131m ve travmatik kopu\u015f anlam\u0131 ta\u015f\u0131r. Bu kavram\u0131n en bilinen tarihsel \u00f6rneklerinden biri Babil S\u00fcrg\u00fcn\u00fc\u2019d\u00fcr. Yine 1948\u2019de ya\u015fanan 1948 Filistin Nakba zorunlu yerinden edilmenin tipik bir \u00f6rne\u011fidir. T\u00fcrklerin Avrupa\u2019ya geli\u015fi ise ne s\u00fcrg\u00fcnd\u00fcr ne de zorunlu bir da\u011f\u0131l\u0131m. Bu hareketlilik devletler aras\u0131 anla\u015fmalara dayanan, ekonomik gerek\u00e7elerle \u015fekillenmi\u015f planl\u0131 bir i\u015f g\u00fcc\u00fc g\u00f6\u00e7\u00fcd\u00fcr. Bu nedenle \u201cT\u00fcrk diasporas\u0131\u201d ifadesi tarihsel ger\u00e7eklikle \u00f6rt\u00fc\u015fmemektedir. Kavramsal \u00f6zensizlik zamanla zihinsel savrulmaya d\u00f6n\u00fc\u015f\u00fcr. Bir millet kendini hangi kavramla tan\u0131ml\u0131yorsa, gelece\u011fini de o kavram\u0131n s\u0131n\u0131rlar\u0131 i\u00e7inde in\u015fa eder. Biz s\u00fcr\u00fclm\u00fc\u015f bir topluluk de\u011filiz; biz gitti\u011fi co\u011frafyada varl\u0131k g\u00f6steren, \u00fcreten ve kurumsalla\u015fan bir milletiz.<\/p>\n\n\n\n<p>\u00d6te yandan son d\u00f6nemde k\u00fcresel \u00f6l\u00e7ekte ya\u015fanan geli\u015fmeler kar\u015f\u0131s\u0131nda sivil toplumun sessizli\u011fi de dikkat \u00e7ekicidir. ABD ve \u0130srail\u2019in \u0130ran\u2019a y\u00f6nelik askeri m\u00fcdahalesi uluslararas\u0131 hukuk a\u00e7\u0131s\u0131ndan ciddi tart\u0131\u015fmalar do\u011furmu\u015ftur. Amerika Birle\u015fik Devletleri ve \u0130srail taraf\u0131ndan \u0130ran\u2019a kar\u015f\u0131 ger\u00e7ekle\u015ftirilen bu m\u00fcdahalenin sonu\u00e7lar\u0131 yaln\u0131zca b\u00f6lgesel de\u011fildir; enerji g\u00fcvenli\u011finden k\u00fcresel ekonomiye, g\u00fcvenlik dengelerinden diplomatik mimariye kadar geni\u015f bir etki alan\u0131 vard\u0131r. B\u00f6ylesi geli\u015fmeler kar\u015f\u0131s\u0131nda baz\u0131 sivil toplum yap\u0131lar\u0131n\u0131n \u201cbu bizim sorumluluk alan\u0131m\u0131za girmez\u201d yakla\u015f\u0131m\u0131 sergilemesi, sivil toplumun do\u011fas\u0131na ayk\u0131r\u0131d\u0131r. Sivil inisiyatifler toplum vicdan\u0131n\u0131n kurumsal tezah\u00fcr\u00fcd\u00fcr. Vicdan\u0131n k\u00fcresel adaletsizlikler kar\u015f\u0131s\u0131nda suskun kalmas\u0131 ise kurumsal konforun ahlaki sorumlulu\u011fun \u00f6n\u00fcne ge\u00e7ti\u011fini g\u00f6sterir.<\/p>\n\n\n\n<p>\u0130ftar programlar\u0131 semboliktir; ancak semboller medeniyet tasavvurunun en g\u00fc\u00e7l\u00fc ta\u015f\u0131y\u0131c\u0131lar\u0131d\u0131r. Protokol konu\u015fmalar\u0131nda adalet ve hakkaniyet vurgusunun bir iki c\u00fcmle ile dahi olsa dile getirilmesi, tarihsel bir duru\u015fun ifadesidir. Bu tecr\u00fcbe bize g\u00fcc\u00fcn sorumlulukla anlam kazand\u0131\u011f\u0131n\u0131 \u00f6\u011fretmi\u015ftir.<\/p>\n\n\n\n<p>Avrupa\u2019daki sivil toplum camiam\u0131z art\u0131k ge\u00e7ici yap\u0131lar de\u011fil, kal\u0131c\u0131 kurumsal akt\u00f6rlerdir. Bu nedenle tarihsel bir sorumluluk ta\u015f\u0131maktad\u0131rlar. Nerede ya\u015f\u0131yorsak ya\u015fayal\u0131m; adalet, hakkaniyet ve insanl\u0131k onuru s\u00f6z konusu oldu\u011funda ses y\u00fckseltmekten imtina edemeyiz.
