Kanun, 2053 net s\u0131f\u0131r emisyon hedefini yasal zemine oturtmu\u015f olsa da, bu uzun vadeli hedefe ula\u015fmak i\u00e7in gereken ara hedeflerin ve somut azalt\u0131m patikalar\u0131n\u0131n belirsizli\u011fi, yasan\u0131n samimiyetini sorgulatmaktad\u0131r.<\/p>\n\n\n\n<p>Paris Anla\u015fmas\u0131&#8217;n\u0131n 1.5\u00b0C hedefi, radikal ve h\u0131zl\u0131 emisyon azalt\u0131mlar\u0131n\u0131 gerektirirken, T\u00fcrkiye&#8217;nin mevcut politikalar\u0131 ve bu kanun, karbon yo\u011fun end\u00fcstrilerin korunmas\u0131n\u0131 ve fosil yak\u0131ta ba\u011f\u0131ml\u0131l\u0131\u011f\u0131n s\u00fcrd\u00fcr\u00fclmesini hedeflemekte, sadece mevcut b\u00fcy\u00fcme projeksiyonlar\u0131n\u0131 yans\u0131tan &#8220;i\u015fler yolunda&#8221; senaryolar\u0131na dayanmaktad\u0131r. Bu durum, yasan\u0131n iklim krizine kar\u015f\u0131 &#8220;m\u0131\u015f gibi&#8221; yapmaktan \u00f6teye ge\u00e7emeyece\u011finin a\u00e7\u0131k bir i\u015faretidir.<\/p>\n\n\n\n<p>Bo\u015fluklarla Dolu Uygulama Mekanizmalar\u0131: &#8220;Niyet Beyan\u0131&#8221; Tuza\u011f\u0131<\/p>\n\n\n\n<p>\u0130klim Kanunu, genel \u00e7er\u00e7eveyi \u00e7izse de, bu hedeflere ula\u015fmay\u0131 sa\u011flayacak mekanizma ve uygulama ara\u00e7lar\u0131nda affedilmez bo\u015fluklar bar\u0131nd\u0131rmaktad\u0131r.<\/p>\n\n\n\n<p>Karbon fiyatland\u0131rmas\u0131, emisyon ticaret sistemi veya sekt\u00f6rel bazda ba\u011flay\u0131c\u0131 azalt\u0131m y\u00fck\u00fcml\u00fcl\u00fckleri gibi emisyonlar\u0131 ger\u00e7ekten d\u00fc\u015f\u00fcrebilecek somut ara\u00e7lar ya eksik ya da mu\u011flak b\u0131rak\u0131lm\u0131\u015ft\u0131r. Bu durum, kanunun bir &#8220;niyet beyan\u0131&#8221; olmaktan \u00f6teye gidemeyece\u011fini, yani ka\u011f\u0131t \u00fczerinde kalan bir metin olarak kalaca\u011f\u0131n\u0131 d\u00fc\u015f\u00fcnd\u00fcrmektedir.<\/p>\n\n\n\n<p>Enerji, sanayi, ula\u015f\u0131m gibi kilit sekt\u00f6rlerdeki k\u00f6kl\u00fc d\u00f6n\u00fc\u015f\u00fcmleri te\u015fvik edecek g\u00fc\u00e7l\u00fc yapt\u0131r\u0131mlar ve destek mekanizmalar\u0131n\u0131n yoklu\u011fu, yasan\u0131n fosil yak\u0131ta ba\u011f\u0131ml\u0131 ekonomik sistemi daha da peki\u015ftirme riskini ta\u015f\u0131maktad\u0131r.<\/p>\n\n\n\n<p>Ayr\u0131ca, iklim de\u011fi\u015fikli\u011finin etkilerine uyum konusunda somut ve ba\u011flay\u0131c\u0131 eylem planlar\u0131n\u0131n olmamas\u0131, \u00fclkenin iklim krizi kar\u015f\u0131s\u0131ndaki k\u0131r\u0131lganl\u0131\u011f\u0131n\u0131 art\u0131racakt\u0131r.<\/p>\n\n\n\n<p>Hesap Verebilirlik ve \u015eeffafl\u0131k Yoksunlu\u011fu: Demokrasi A\u00e7\u0131\u011f\u0131<\/p>\n\n\n\n<p>Yasan\u0131n haz\u0131rlan\u0131\u015f ve kabul s\u00fcre\u00e7leri, ciddi bir hesap verebilirlik ve \u015feffafl\u0131k a\u00e7\u0131\u011f\u0131yla karakterize edilmi\u015ftir. Bilim insanlar\u0131, \u00e7evre \u00f6rg\u00fctleri, sendikalar ve etkilenen topluluklar gibi ilgili payda\u015flar\u0131n karar alma s\u00fcre\u00e7lerine etkin bir \u015fekilde dahil edilmemesi, yasan\u0131n demokratik me\u015fruiyetini sorgulatmaktad\u0131r. Bu kapal\u0131 kap\u0131lar ard\u0131nda y\u00fcr\u00fct\u00fclen s\u00fcre\u00e7, yasan\u0131n toplumsal ihtiya\u00e7lardan ziyade, belirli ekonomik \u00e7\u0131karlar\u0131n bask\u0131s\u0131yla \u015fekillendi\u011fi izlenimini g\u00fc\u00e7lendirmektedir. \u0130klim verilerinin eri\u015filebilirli\u011fi, raporlama y\u00fck\u00fcml\u00fcl\u00fckleri ve denetim mekanizmalar\u0131ndaki belirsizlikler, yasan\u0131n uygulanmas\u0131n\u0131n izlenmesini ve de\u011ferlendirilmesini imkans\u0131z hale getirerek, olas\u0131 manip\u00fclasyonlara ve &#8220;ye\u015fil y\u0131kama&#8221; faaliyetlerine zemin haz\u0131rlamaktad\u0131r.<\/p>\n\n\n\n<p>Finansman\u0131n G\u00f6lgesi: Taahh\u00fct Eksikli\u011fi ve Y\u00fck\u00fcn Da\u011f\u0131l\u0131m\u0131<\/p>\n\n\n\n<p>\u0130klim eylemleri, muazzam finansal kaynaklar gerektiren bir d\u00f6n\u00fc\u015f\u00fcmd\u00fcr.<\/p>\n\n\n\n<p>Ancak, kabul edilen kanun, bu finansman\u0131n nas\u0131l sa\u011flanaca\u011f\u0131na dair somut ve yeterli taahh\u00fctlerden yoksundur.<\/p>\n\n\n\n<p>Yenilenebilir enerjiye ge\u00e7i\u015f, enerji verimlili\u011fi yat\u0131r\u0131mlar\u0131, iklim adaptasyon projeleri ve ye\u015fil teknoloji geli\u015ftirme gibi alanlar i\u00e7in net bir finansman stratejisi, b\u00fct\u00e7e tahsisi veya te\u015fvik mekanizmas\u0131 bulunmamaktad\u0131r.
